The contract was intended to procure waterborne transportation services exclusively from the San Diego Bay Pilots Association to support Coast Guard Sea Marshals operating out of the Marine Safety Office in San Diego, California. These services involved transporting personnel to offshore locations where Bar Pilots typically board and disembark from inbound and outbound vessels. The San Diego Bay Pilots Association was selected due to their unique capability, expertise, and access to a stable and specially designed SWATH vessel built to meet regulatory safety standards for small passenger vessels, ensuring safe transfers alongside ships. The contract was planned for a duration of 12 months under sole-source procurement procedures outlined in FAR Part 13. However, the requirement was cancelled before issuance. The notice clarified that although this was not a request for proposals and no solicitation document was available, other interested parties could express their interest and capability within five days to potentially be considered as alternate sources. If no suitable responses were received, negotiations would proceed solely with the San Diego Bay Pilots. This announcement served primarily to inform Minority, Women-owned, and Disadvantaged Business Enterprises of the opportunity, with the Department of Homeland Security's logistics office managing the process.
