Notice of Intent to Sole Source: 36C24C26Q0030
National Veterans Summer Sports Clinic Lodging and Meeting Space Deposit
Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to U.S. Army Shades of Green on Walt Disney World Resorts for lodging accommodation and meeting space for the National Veterans Summer Sports Clinic (NVSSC) to be held in Orlando, FL., from May 14, 2027-May 24, 2027. To ensure the venue confirms the VA s dates and space requirements, a deposit is required. This requirement is to fulfill the deposit on the venue space. This procurement is being conducted in accordance with Revolutionary Far Overhaul (RFO) Parts 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements and 12.102(b) Restricting competition.. The NAICS code for this procurement is 721110 and the Small Business Administration Size Standard is $40 Million.
Justification:
The requirement for a deposit on the venue space is mandatory to support adaptive sporting events, ceremonies, and facilities for the National Veterans Summer Sports Clinic. An estimated 100 disabled Veteran participants along with their family members/ coaches/ special event staff and volunteers will be participating in NVSSC. We are required to secure the venue space for administrative and clinical functions during the event.
Background:
This is a non-personal services purchase order for the venue deposit to support lodging, accommodation, and meeting space for the National Veterans Summer Sports Clinic (NVSSC) to be held in Orlando, FL. The NVSSC is one of the national rehabilitation events supported by the Secretary of Veterans Affairs in promoting Veterans with disabilities living a healthy and active lifestyle through sports and recreation. The mission of this innovative program is to provide a training ground for both veterans and healthcare providers in exciting outdoor summer sports. This clinic is geared toward U.S. military service Veterans with spinal cord injuries, orthopedic amputations, visual impairments, certain neurological problems, PTSD, burns, and TBI/Poly Trauma injuries who meet the qualifications.
The acquisition requires a deposit to be put down for the venue space at Shades of Green to secure the space for the 2027 NVSSC event.

Submittal Information: As stated above, this is an Intent to Sole Source. No solicitation document is available, and telephone calls will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Responses shall provide detailed information that demonstrates the vendor is capable of meeting all requirements as detailed in the PWS A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
Responses to this notice are due in writing via email on or before 1:00 PM (Eastern) on Monday August 31, 2027, to Ron Shelko via email at Ronald.Shelko@va.gov, and Michelle Rhodes at Michelle.Rhodes@va.gov.
