The contractor must provide all labor, materials, tools, supervision, equipment, and incidentals required to complete the work, adhering strictly to the National Electrical Code, Virginia state regulations, and Charles City County electrical codes. The contract is a firm fixed price construction type, awarded based solely on price, with a period of performance from June 29, 2026, to October 30, 2026, and work must commence within 11 calendar days of notice to proceed and be fully completed, including site cleanup, within 134 calendar days after award. Work hours are restricted to between one-half hour before sunrise and one-half hour after sunset, with no work permitted on weekends or federal holidays without written COR authorization, and environmental suspensions due to weather, fire danger, or seasonal conditions are accommodated within the allocated timeline without monetary adjustment. All work must be performed under a Virginia Class B contractor’s license by a Virginia Master Electrician, with required insurance proof submitted prior to commencement. Security and safety requirements include daily check-in/out procedures, compliance with OSHA standards and lockout/tagout protocols, and prohibitions on smoking, alcohol, and firearms.
