AI Contract Overview

Hillsborough County plans to award a noncompetitive contract to Environmental Products Group, Inc. for approximately $186,438 over three years to provide maintenance, parts, warranty, and repair services for County-owned Vactor-brand trucks. This procurement is justified as a sole-source award because Environmental Products Group, Inc. is the only authorized OEM vendor capable of delivering the required services within the Hillsborough County area. The contract aims to ensure the trucks remain operational and properly maintained, with the County reserving the right to extend, modify, or increase the scope of services as needed. Interested contractors who believe they can offer equivalent services must submit a formal challenge with supporting documentation by January 24, 2024, to contest the sole-source designation. The County will review any challenges to determine if genuine competition exists before finalizing the award. The procurement process is managed under the County’s policies, and further information can be obtained by contacting Connor Fletcher via email or phone.

Hillsborough County intends to recommend the award of a noncompetitive procurement to Environmental Products Group, Inc., in the estimated amount of $186,438.00, for ongoing and as-needed parts, warranty, maintenance, and repair services in support of County owned Vactor-brand trucks for a three (3) year period. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(15) and is considered a noncompetitive procurement because Environmental Products Group, Inc. is the only original equipment manufacturer (“OEM”) authorized vendor in the Hillsborough County area that can provide the required maintenance, services, parts, and warranties for existing Vactor-brand trucks. The services are required to ensure the County’s existing Vactor-brand trucks are well maintained and in proper operation when in use. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached proposal must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call Connor Fletcher at +1 (555) 000-0000 or contact@example.gov.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
