Amendment A001 to Solicitation SB1341-11-RQ-0148 for Vacuum Jacketed (VJ) Multi-Section (Spools) Helium Transfer Lines. The above referenced solicitation is hereby amended to respond to technical questions submitted, attach a new version of Drawing 000-0224 (Attachment 1), and extend the due date for quotations. 1.) Technical questions and responses are hereby provided: QUESTION #1: Specification for testing states for evacuation and bake-out to precede pressure test and mass spectrometer leak test. Would performing a preliminary evacuation for pressure test and mass spectrometer leak test, and then performing bake-out and final evacuation after completion of successful pressure and mass spec leak tests be acceptable? RESPONSE #1: Yes, this procedure is acceptable. QUESTION #2: Specification for testing states for pneumatic pressure test at 1.5 times the design pressure. In accordance with ASME B31.3, we would perform a pressure test at 150% design pressure if the test were hydrostatic, however for pneumatic pressure test, B31.3 specifies a test pressure of 110% design pressure. Is this acceptable? RESPONSE #2: Yes, this is acceptable. QUESTION #3: Drawing 000-0224 (Attachment 1) Note Section 4 states the 1.5" flow control valve in the supply line is installed in a 1.5" spool, which has a 1.5" bayonet on one end and transitions to a 2" bayonet on the other end. Please confirm the following: 1.) All rigid and flexible supply piping from the CVI female bayonet in Drawing 000-0224 Zone 4-B to the CVI male bayonet in drawing 000-0224 Zone 7-F has a 2" inner line. 2.) The tee in the supply piping Drawing 000-0224 Zone 3-E is 2" inner with a 2" bayonet located at the tee branch immediately above the tee, and a 2" x 1.5" reducer immediately above the bayonet. 3.) All rigid and flexible supply piping from the 2" x 1.5" reducer to the PHPK male bayonet in Drawing 000-0224 Zone 7-H have a 1.5" inner line. 4.) All rigid and flexible return piping have a 2" inner line. RESPONSE #3: The responses are as follows: 1.) Correct 2.)Correct 3.) The spool pieces referred to in Note Section 7 have a 1.5" inner line. 4.) All spool pieces (return line) downstream and including the tee have a 2" inner pipe. QUESTION #4: In Drawing 000-0224 Zone 3-F appears to have the stem and actuator oriented vertically down, below the valve body. Please confirm if any other orientation is possible that would allow the actuator to be higher than the valve body. RESPONSE #4: The valve orientation shown on Drawing 000-0224 is less than optimal. All Contractors are free to propose a more suitable configuration of the spool pieces. Any new configuration must meet NCNR requirements, therefore fit in the present envelope covered in Drawing 000-0224. QUESTION #5: It appears that the system will be using helium with temperatures down to 14K (-434.5*F). The existing bayonets are not what we would use for those temperatures. A helium bayonet would have a longer nose to prevent frosting and cut down on heat leak. With the exception of the tapping into the existing bayonets, should the rest of the system use similar bayonets or longer nosed helium bayonets? RESPONSE #5: The ends are required to mate with existing equipment (Notes 1, 2, and 3 of Drawing 000-0224). All other connections must meet the specification of cold liquid helium service. The existing connections already meet that requirement, however Contractors may supply any similar bayonet that meet the specification for the connections not covered in Notes 1, 2, and 3 of Drawing 000-0224. QUESTION #6: Specification for insulation states that 15 layers of aluminized Mylar and Dexter paper minimum. Are more layers acceptable? RESPONSE #6: The specification requires a minimum of 15 layers. Additional layers are acceptable. 2.) A clearer version of Drawing 000-0224 (Attachment 1) has been uploaded to the solicitation. 3.) The due date for quotations is hereby extended: From: 3:00 PM eastern time, on April 4, 2011. To: 3:00 PM eastern time, on April 11, 2011.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
