AI Contract Overview
The United States Coast Guard Surface Forces Logistics Center is soliciting quotations for the procurement of 44 units of a specific valve ball part, NSN 4810-01-517-8110, updated under part number V8814ZH, manufactured by Virginia Electronic Systems, Inc. This valve is designed for electromagnetic speed log systems installed on 87-foot WPB Coast Guard vessels. It is noted that the original valve, the 70 mm Sea Valve EML-500HVI from Yokogawa, is now obsolete and the current valve has been reverse-engineered to maintain the same form, fit, and function. The valve features a 2.76-inch valve ball, weighs 94.8 pounds, and must be individually packaged according to strict military packaging standards (MIL-STD-2073-1E) and shipped in rugged wooden crates compliant with ASTM and MIL-STD-129R requirements to prevent damage in transit. Standard commercial packaging is unacceptable, and failure to meet packaging requirements will result in rejection of the material. The contract is a total small business set-aside under NAICS code 332919 and will be awarded on a firm fixed price basis using simplified acquisition procedures. The award will be made on a lowest price technically acceptable basis, with the government reserving the right to determine the acceptability of alternate offers claiming equivalency to the mandatory brand-name product. Offerors must be registered in the System for Award Management (SAM), include necessary FAR certifications and disclosures regarding foreign corporate status, and comply with various FAR and Homeland Security Acquisition Regulation clauses covering labor, subcontracting, prohibitions on inverted domestic corporations, Buy American Act compliance, trafficking in persons, and small business program requirements. The deadline for submission of quotations is April 13, 2026, at 10:00 am EST, and all responsible sources are invited to participate, with inquiries directed to the primary contact at the Coast Guard Procurement Branch in Norfolk, VA.
