The contract is for the procurement of seven ball valves, identified by NSN 4810012336080 and part number 2642-825-85, furnished by Electric Boat Corporation. Each unit must be uniquely identified with an IUID compliant with MIL-STD-130, and serial numbers must be marked on the unit, intermediate, and shipping containers in accordance with MIL-STD-129, with the packing list containing all serial numbers as specified. The valves are subject to strict prohibitions against the intentional use of mercury or mercury compounds in any part of the hardware, packaging, or preservation processes, with limited exceptions for specific applications like batteries, lighting, instruments, weapon systems, or chemical reagents approved by NAVSEA; portable devices containing mercury must be shockproof and include a secondary containment barrier. The use of Class I ozone-depleting substances is strictly prohibited in all manufacturing and testing processes unless explicitly approved in writing by the contracting officer. The item is designated as a critical application item, requiring full compliance with all performance and safety standards. Delivery is FOB origin, with inspection and acceptance occurring at the destination after a 164-day lead time, and no quantity variance is permitted. Packaging must conform to MIL-STD-2073-1E, utilizing the AE preservation method with CA wrapping material and AD cushioning, and all packaging must meet the U packing code with mechanical handling required. Palletization must follow DLA’s RP001 requirements, and blocking and bracing must be designed to immobilize the valves securely within shipping containers to prevent movement during transit, ensuring compatibility with the item’s structure and strength. Special markings include “ARROW UP OPEN THIS SIDE” and “REUSABLE CONTAINER,” per MIL-STD-129 and ASTM D5445. The delivery destination is DLA Distribution Puget Sound in Bremerton, Washington, with the required ship date set for January 19, 2027. Transportation and handling instructions are governed by DLAD Proc Notes C19 and C20. The contract was solicited under SPE7M4-26-T-287V, with a response deadline of August 7, 2026, and falls under NAICS code 332911 for fluid handling equipment manufacturing.
