ELECTRONIC MODULE, S
Solicitation # SPE7M5-26-T-340C
This contract specifies the procurement of one electronic module, part number IC693MDL940 with NSN 5963-01-466-1976, under solicitation SPE7M5-26-T-340C, with a requirement for delivery within five days to a designated FOB destination. The item is classified as ESD sensitive and must be packaged in compliance with stringent military standards including MIL-STD-2073-1E and MIL-STD-129 for marking and handling. ESD and EMI protection is mandatory, requiring the use of qualified barrier materials as per MIL-PRF-81705 Type I and Type III specifications, sourced exclusively from manufacturers listed on the QPL-81705. The supplier is responsible for ensuring all packaging materials meet these requirements and for providing technical documentation if the solicitation does not explicitly call for ESD/EMI protective measures. The item must be properly cushioned to prevent physical damage to leads and terminals, with no tolerance for quantity variance, and inspection and acceptance occur at the delivery point. All packaging and marking must adhere to DLA regulations, including the use of special marking code 39 indicating ESD sensitivity, and the entire shipment must follow DLA logistics procedures for transportation and delivery. The delivery address is the U.S. Navy/AMC Air Terminal in Bahrain, with a secondary parcel post address in FPO AE 09838. The contract references DLA’s Master List of Technical and Quality Requirements, and the version in effect on the solicitation issue date governs compliance. The supplier must verify all protective packaging materials are qualified and properly documented. The original required delivery date is March 3, 2023, with the contract solicitation posted in 2026, indicating a future contracting window. Contact for inquiries is Margaret Smith of the Department of Defense’s Active Devices Division, and compliance with all DLA packaging and handling protocols is non-negotiable for acceptance.

This contract involves the procurement of a valve, flow control, with a focus on high-quality standards, requiring compliance with AS/EN/JISQ 9100 or an equivalent quality requirement. The delivery schedule specifies that one unit is to be delivered within 90 days of the award. The contract emphasizes strict adherence to government shipping and payment instructions, including the use of Wide Area Workflow for invoicing and reporting. It incorporates various compliance clauses, such as warranties of 12 months, equal opportunity for workers with disabilities, and Buy American and Free Trade Agreements, ensuring adherence to domestic sourcing and trade policies. The contract also includes provisions for emergency acquisition flexibility, highlighting its urgent nature, and mandates that only newly manufactured, non-refurbished items are acceptable. Special considerations are made for Foreign Military Sales (FMS), where the assets are owned by the respective foreign countries and will not be entered into the U.S. Department of Defense supply chain, thus exempting them from certain DoD-specific marking and tracking requirements like IUID. The FMS process involves delivery to a domestic freight forwarder for shipment to the foreign customer, with ownership retained by the foreign country throughout the asset’s lifecycle. The solicitation, issued by the Department of Defense’s DLA Aviation in Philadelphia, sets a response deadline of September 11, 2025, and emphasizes that only authorized sources approved by the government may submit proposals, with detailed instructions for submission via email.

The following 3 paragraphs are applicable to ONLY the FMS portion of this procUREMENT: NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, are not covered by a Cooperative Logisitics Supply Support Arrangement (CLSSA), these same assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
