AI Contract Overview
This contract involves the establishment of a five-year Indefinite Quantity Contract (IQC) for the procurement of the fuel pressurizing and drain valve, NSN 2915-01-060-1265, primarily used on KC-135 aircraft. The estimated annual quantity is 80 units, with delivery terms set as FOB Destination and inspection and acceptance occurring at the origin. The item is critical but not classified as a Critical Safety Item, and export control restrictions apply. While the solicitation will be unrestricted, the government intends to negotiate under FAR 6.302 with only a limited number of sources due to the proprietary nature of the product, with Lockheed Martin as the source-controlled original equipment manufacturer and Eaton Corporation and ITT Aerospace Controls as approved suppliers. No other approved sources currently exist, and any additional contractors would need to submit a Source Approval Request to be considered. Interested parties may express their interest and capability to respond or submit proposals, although this notice is not a solicitation for competitive bids. Proposals submitted within 45 days of the posting date will be reviewed to determine whether a competitive procurement will proceed. The government is not applying commercial item acquisition policies under Part 12 for this requirement but encourages interested parties to notify the contracting officer within 15 days if they can meet the requirement commercially. The solicitation may include a reverse auction, and prospective offerors are advised to familiarize themselves with the Procurex system. Contractors must be registered in the System for Award Management to be eligible for award. The solicitation is expected to be issued on May 15, 2026, through DLA’s DIBBS system, where it will be available in PDF format with no paper copies provided. Evaluation and contract award decisions will be based on price, past performance, and other factors as detailed in the solicitation documents.
