The contract solicits two gate valves made of carbon steel, each 3 inches in size, with flanged connections, disk, seat, and stem constructed of 316 stainless steel, identified by part number 11FCB4/2-NC 3IN from Newmans Inc New Jersey Div. This item is classified as a critical application item and must comply with stringent technical and quality requirements outlined in the DLA Master List of Technical and Quality Requirements, with the revision in effect on the award date controlling. Mercury or mercury-containing compounds are strictly prohibited from intentional addition or direct contact with the hardware, except for functional uses in batteries, fluorescent lights, required instruments, sensors or controls, weapon systems, and chemical analysis reagents specified by NAVSEA; portable mercury-containing devices must be shock-proof and contain a second boundary of containment per NAVSEA 5100-003D. Packaging must conform to MIL-STD-2073-1E and RP001 DLA Packaging Requirements for Procurement, with marking in accordance with MIL-STD-129 and no special marking required. Palletization must follow RP001 standards. Delivery is required FOB Origin within 20 days of the contract award, with the original required delivery date set for August 5, 2026, and the destination is the Military Sealift Command BATS in San Diego, CA. Inspection and acceptance occur at destination under FAR 52.246-1. The offeror must submit a Safety Data Sheet for any hazardous materials meeting 29 CFR 1910.1200(g) and Federal Standard No. 313 prior to award; failure to do so renders the offeror nonresponsible. All hazardous material containers must be labeled per the Hazard Communication Standard, and the contractor assumes full liability for safety of personnel and property regardless of government requirements. The procurement is issued under the DLA Master Solicitation Revision 105 and incorporates numerous FAR and DFARS clauses including prohibitions on covered telecommunications equipment, trafficking in persons, employment eligibility verification, cyber incident reporting, and NIST SP 800-171 requirements, all subject to applicable deviations. The contract is a small business set-aside and must be submitted via DIBBS. Payment is processed electronically through WAWF. The solicitation allows for automated award unless first article testing is required, and HUBZone preferences may apply unless waived.
