The contract is for the procurement of 823 engine intake poppet valves identified by NSN 2815-00-150-7406 under solicitation SPE7L5-26-T-4450, issued as a total small business set-aside with a NAICS code of 333618. Delivery is required within 205 days of award, and all items must conform strictly to the source-controlled drawing referenced in the solicitation; only approved sources listed on the drawing are currently authorized, though additional qualified suppliers may be recognized through formal qualification with the cognizant design activity. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, and the contractor must comply with DLA packaging standards and the prohibition of ozone-depleting chemicals, with any substitutions requiring prior approval. Cybersecurity compliance requires CMMC Level 2 certification for third-party assessment organizations, and all technical data associated with the item is subject to export control under ITAR or EAR, restricting access to only those contractors certified under the US/Canada Joint Certification Program, trained in DOD export control procedures, and approved by DLA. Final inspection and acceptance must occur at the manufacturer’s facility and require technical verification, not merely count or condition inspections; the contractor must provide all necessary drawings and technical documentation to prove compliance. Sampling must follow MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise specified, and attribute classifications must adhere to specified verification levels or AQLs. Computer numerically controlled equipment of equal or greater precision may replace Army-designed inspection fixtures. Export-controlled technical data cannot be disclosed to foreign persons without authorization, and DFARS 252.225-7048 applies. All supplies must be stripped of government identification if rejected. The point of contact for the solicitation is Mary Rowley of the Department of Defense, with responses due by July 24, 2026.
