This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. 


Solicitation number N3220526R0021 is issued as a request for proposal (RFP) for FINCANTIERI MARINE SYSTEMS NORTH AMERICA (FMSNA) SHIPS SERVICE DIELSEL GENERATOR (SSDG) IDIQ R ecompete. 


This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. 


This solicitation has a Defense Priorities and Allocation System (DPAS) rating of DO-A3.


See attached SF 1449 for a list of all details of the supplies and/or services required and a list of all solicitation provisions and contract clauses that apply to the acquisition.


Responses to the solicitation are due 17 April 2026, 12:00 PM EST.  Proposals may be e-mailed to Maurice L. Hawkins at maurice.l.hawkins.civ@us.navy.mil and Jerica Bray at jerica.e.bray.civ@us.navy.mil.  To be considered timely, an e-mail quote must be received in its entirety in the designated e-mail inbox by the due date and time for quote submission.  Reference the solicitation number on your quote.  E-mail quotes shall be in either Adobe or Microsoft Office format.  No other method of submission is acceptable.


Award shall be made to FMSNA as the sole source vendor by providing a technically acceptable quote at a fair and reasonable price due to FMSNA in Chesapeake, Virginia, being wholly owned by Isotta Fraschini Motori and is the only source authorized by the OEM that can provide worldwide SSDG and control system support of Isotta Fraschini Motori systems installed on the T-EPF Class.


The anticipated award date is 02 May 2026.


One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.


The intended source is FMSNA due to FMSNA in Chesapeake, Virginia, being wholly owned by Isotta Fraschini Motori and is the only source authorized by the OEM that can provide worldwide SSDG and control system support of Isotta Fraschini Motori systems installed on the T-EPF Class.
