VALVE, RESUSCITATOR

The contract calls for the procurement of a resuscitator valve specified as a barrier system composed of three separate filtration layers and a one-way duck bill valve with ports on both the top and bottom, adjustable between 5 and 20 cm H2O, and equipped with an ISO standard 22mm ID connector to interface with any resuscitation bag flow diverter. Each unit must be individually packaged in a box of ten, with a minimum shelf life of 60 months and no more than nine months elapsed from the date of manufacture to the date of delivery to the government. The product is regulated by the FDA and must comply with the DLA Master List of Technical and Quality Requirements identified by 'R' or 'I' numbers, superseding all other standards including ASTM D3951 and MIL-STD-129; marking must adhere strictly to Medical Marking Standard No. 1. Packaging and palletization must meet DLA packaging requirements RP001 and be labeled in accordance with the specified marking standard. Delivery is required within five days of order receipt to destinations at Joint Base Charleston and San Antonio, under FOB Destination terms, with inspection and acceptance occurring at the point of delivery as mandated by FAR 52.246-2. The solicitation is a small business set-aside, subject to HUBZone price evaluation preference, and may be awarded automatically if criteria are met. Offerors must submit a valid Safety Data Sheet prior to award, validate their representations in the System for Award Management, and comply with all applicable federal regulations including the Berry Amendment, Buy American Act, and prohibitions on covered defense telecommunications equipment. Contractors are required to register with DLA’s AMPS system to access VSM and ship to DLA, and must use Wide Area Workflow for all invoicing and receiving reports. All quotations must be submitted via DIBBS by the closing date of August 17, 2026, with no alternate offers accepted without full technical documentation.
