Various Lab Testing

The City of Meriden Water Department is soliciting comprehensive laboratory testing services for water quality analysis under solicitation number B026-58, with proposals due by June 12, 2026. The contract will span two years, beginning July 1, 2026, and ending June 30, 2028, with an option for two additional two-year extensions by mutual agreement. The scope includes performing a wide range of tests on drinking water samples, such as alkalinity, chloride, copper, PFAS 1633, total coliform, and others, as specified by EPA methods including 504.1, 524, 525, 531, 547, 549, 8260, 1094, and 1633, all in compliance with Connecticut State Health Code and federal regulations. Laboratories must hold current certification from the Connecticut Department of Public Health and be capable of providing all sampling materials, including preservatives, containers, and chain-of-custody documentation, as well as picking up samples from designated locations like the Broad Brook Treatment Plant. Results must be delivered electronically via State-approved EDI formats within seven to ten working days, with an annual summary report due at year-end. The City requires submission of a notarized non-collusive bid statement and a qualified bidder statement that includes the State Certification Number. Subcontracting is permitted only if the subcontractor is fully disclosed in the proposal, and emergency contact information for qualified personnel must be provided. All pricing must include transportation costs without fuel surcharges or tax add-ons, and invoices must reference the Purchase Order number and be sent to the Water Department’s specified address. Evaluation of proposals will be based on which offer best meets specifications and is deemed in the City’s best interest, using tiebreaker criteria such as incumbent status, prior multi-item awards, Connecticut residency, and a coin toss if needed. No formal weighting system or scoring matrix is used. The City does not utilize federal contracting systems like WAWF or provide federal accounting identifiers, and there is no designated Contracting Officer’s Representative or technical point of contact listed; all administrative coordination is handled through the Water Department. Bids must be submitted electronically through the OpenGov eProcurement portal, with no physical submissions permitted, and late submissions will be rejected based on the portal’s timestamp.
