The contractor will conduct a comprehensive review of the long-term sustainability of the program’s structure and funding model. This work will include a comparative analysis of funding and governance models used by similar alcohol safety or impaired driving intervention programs in other states. The study will evaluate factors affecting the financial sustainability of VASAP and local ASAPs, including program fee structures, funding sources, and potential alternative funding mechanisms. The contractor will also examine factors affecting operational stability across the statewide system of local ASAPs, including variation in program capacity, staffing structures, governance, and accountability mechanisms.
