VBCA TEMPALT TDP SUPPORT

The Naval Undersea Warfare Center, Division Newport, RI intends to place a purchase order with McLaughlin Research Corporation (MRC), Cage Code 3A051, New London, CT to develop a Temporary Alteration for Submarine (TEMPALT) Technical Data Package (TDP) for a prototype Vertical Buoyant Cable Antenna (VBCA) to be used with the OE-315 system. Delivery is by February 2015, FOB: DESTINATION, Newport, RI. FAR Part 13 procedures will be used. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. MRC is the Developer for the TDP for the legacy Buoyant Cable Antenna (BCA) which is part of the OE-315 system. This unique knowledge and basis of the BCA allows MRC to modify the existing TEMPALT TDP to satisfy this requirement. Modifications to MRC's existing TDPs allow the Government to meet the required schedule as well as avoid any substantial duplication in cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items.
