The Defense Health Agency Contracting Activity (DHACA) intends to negotiate on a sole source basis IAW RFO/FAR 12.102(a) to BioMérieux, 100 Rodolphe St. Durham, NC 27712, United States as the only responsible source that can provide Walter Reed Army institute of Research (WRAIR) Disease Countermeasures Branch (DCB) a Vitek Mass Spectrometer (MS) Prime lifecycle replacement laboratory instrument and accessories.


If interested party is a reseller, vendor MUST provide authorized reseller agreement approved by BioMérieux for equipment and services to include installation, calibration, training, shipping, and a one-year warranty covering maintenance support are also included.


BioMérieux shall provide the following:


  • VC-Vitek Mass Spectrometer Prime Clinical (4707061)
  • Vitek Cart, 36X28 (27219)
  • Go Live Maestria Systems (2304741)
  • Connection Laboratory Information System (LIS) Maestria (2304752)
  • Training Maestra Routine on site (2304753)
  • Multiple Laboratory (MYLA) to Maestria Migration (2304742)
  • Provide and have the capability for MYLA Virtual Machine (VM) Conversion (4707007)
  • Guarantee No Remote Connectivity (2303023)
  • Capability for automated continuous load and go up to 16 slides
  • Capability for sample traceability with automatic barcode scanning
  • Capability for on-demand individual or batch slide unloading
  • Shall be 21 CFR Part 11 compliant – Electronic Records; Electronic Signatures
  • Provide a database with over 1,300 bacteria and fungi species and industrial organisms, and over 5,000 total strains, geographical strains, internal strains, customer strains and American Type Culture Collection (ATCC)
  • Have the processing capability for less than 20 minutes processing time per slide
  • Include a one-year warranty for hardware and software with maintenance support

For Software:


The vendor must permit the Government to perform software vulnerability scans on acquired software to identify potential weaknesses in the code. Collaboration between the vendor and the Government is required to address any vulnerabilities detected during these scans. Additionally, the vendor is responsible for providing ongoing support to patch vulnerabilities throughout the software’s lifespan.


* All Commercial-Off-The-Shelf (COTS) software must be registered on SAM.gov and have a Cage and DUN number.


For Hardware:


Vendors are required to offer Information Technology (IT) maintenance warranty support for any purchased hardware until hardware reaches its End of Life (EOL). Furthermore, vendors must also provide patching support to include firmware and driver updates for any vulnerabilities uncovered during Government vulnerability scanning.


*All hardware must be Trade Agreement Act (TAA) compliant


*All computers must be Trusted Platform Module (TPM) 2.0 compliant


For IT System:


Vendors should commit to work with and assist the Government agency (purchaser) to obtain an approval to operate on or with the Defense Health Agency (DHA) environment. This approval to operate must come from the DHA Authorizing Official (AO) using National Institute of Standards and Technology (NIST) 800-37 and NIST 800-53 controls to obtain approval from DHA AO before the hardware and/or software can be used with the DHA environment on the DHA network or as a standalone in a research lab.
