VCCS Term Contract for Environmental Engineering Services

The Virginia Community College System is seeking to establish one or more term contracts with qualified architectural and engineering firms to provide environmental engineering services on an as-needed basis across its statewide network of 40 community college campuses and other locations in Virginia. The contract is designed to streamline procurement by eliminating the need for repeated solicitation processes, enabling faster response times and reduced administrative costs for discrete projects such as stormwater and erosion control program administration, stormwater masterplans, MS4 permitting support, environmental impact reviews, wetland delineations, hazardous materials identification, and abatement design. Selected firms must be capable of delivering all necessary expertise, labor, and resources in full compliance with the A/E Manual and are required to maintain a single active term contract with the Agency or any of its subsidiaries at any given time. The initial contract term is structured to allow for up to three one-year renewals at the Agency’s discretion, providing long-term availability of vetted professionals. Proposals must be submitted by September 10, 2026, in response to solicitation number RFP-126083, posted on August 10, 2026. The contract will be awarded to multiple firms to ensure breadth of capacity and regional access across the Commonwealth. Performance will occur on a statewide basis, with work conducted at any of the VCCS campuses or related sites as directed by project orders issued during the contract period.
