PRESOLICITATION NOTICE - W9127N26QA141 – VECTORIZE FORTY-EIGHT (48) .tif DRAWINGS INTO .dwg VECTOR FORMAT


The U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District intends to issue a commercial CAD services solicitation, W9127N26QA141, Contractor shall receive 48 scanned .tif files, all of which consist of one (1) page only, from USACE WVP to be translated, or “Vectorized” into AutoCAD (.dwg) vector format. For these files to be made editable by AutoCAD, the files need to be translated, or “Vectorized” into AutoCAD (.dwg) vector format. Do not create the files in another program, then translate (Save as) into dwg format, as they don’t translate well. These files include Site Plans, Building Plans, Elevations, and various Details. Disciplines involved may be Civil, Structural, Mechanical or Electrical drawings that include several schedules and some pages of text from manuals.


The solicitation will be issued as a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) Code 541340 – Drafting Services and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $9.0M. The Product Service Code (PSC) is R425 – Support – Professional Engineering/Technical.


In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. Vendors that respond to this notice and provide a valid point of contact may be issued the solicitation directly via email. It is the vendor’s responsibility to notify the points of contact below of their interest in this requirement.
