Full Description

NASA/Kennedy Space Center (KSC) has a requirement for sustaining engineering services for Veggie and Veggie associated hardware from October 1, 2016 through September 30, 2017, Qty - (1 JB). This will include drawing updates and design modifications related to Veggie. NASA/KSC intends to purchase the items from Orbital Technologies Corporation (ORBITEC). The Government currently owns two ORBITEC designed test flight Veggie units and associated hardware. The documentation and drawings for this hardware are marked proprietary by ORBITEC, and they are necessary to perform the sustaining engineering services on this hardware. This prohibits any other company from performing sustaining engineering services on this ORBITEC designed hardware. Therefore, ORBITEC is the only vendor with the expertise to assist in providing these sustaining engineering services. The Government does not intend to acquire a commercial item using FAR Part 12, but the Government will utilize the simplified acquisition procedures set forth in FAR Part 13. A copy of the solicitation is attached. The attached solicitation is for reference only and is not an invitation to submit a proposal. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Joseph Bell at contact@example.gov no later than 3:00 p.m. local time on September 2, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. A revised solicitation will be issue if it is determined that this procurement will be conducted on a competitive basis. The solicitation number NNK16MB03Q shall be used to reference any written response provided under this notice. Oral communications are not acceptable in response to this notice. The North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services, with a size standard of $15M. NASA Clause 1852.215-84, Ombudsman, is applicable.
