AI Contract Overview
This solicitation, numbered DJA-26-ASOD-PR-0088, is a combined synopsis and request for quote for commercial items issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) under the Department of Justice, with a total small business set-aside under FAR 19.5 and NAICS code 541519. The requirement centers on vehicle forensics collection, specifically the provision of commercial vehicle forensics and vehicle-resident data sanitization capability, with key deliverables including motion safe units and training for eight personnel. The contract is structured on a lowest price technically acceptable basis, where offers must first be determined technically acceptable and have an acceptable past performance record before price is evaluated as the sole differentiator. Quotes are due by May 4, 2026, at 5:00 PM EST and must be submitted via email to the designated points of contact with the RFQ number clearly referenced; no telephonic inquiries or late submissions will be accepted. Performance is to occur at Sterling, Virginia, with a required delivery date 90 days after contract award, and payment will be processed exclusively through the Treasury’s Invoice Processing Platform. Contractors must comply with a comprehensive set of federal acquisition regulations and special requirements governing information security, personnel access, and supply chain integrity. All personnel must adhere to DOJ Order 0904, execute non-disclosure agreements and privacy rules of behavior, and undergo annual cybersecurity and privacy training with verification submitted to the contracting officer’s representative. The government retains full ownership of all deliverables and data, with strict prohibitions on reproduction or disclosure without written consent. Contractors are required to implement a comprehensive cyber supply chain risk management plan aligned with NIST SP 800-161 and provide software bills of materials compliant with OMB M-22-05. Systems must hold a valid authorization to operate from DOJ, and any security incident or data breach must be reported within one hour. The contract incorporates numerous FAR clauses on small business utilization, equal opportunity, whistleblower protections, payment practices, data rights, and contract modifications, while also mandating full compliance with NIST, FISMA, FedRAMP, and other federal information security standards. No explicit packaging, marking, or FOB terms are defined, and while CLINs outline quantities for equipment and training, no pricing values are provided, indicating that offers must include complete, competitive pricing in line with the LPTA evaluation
