Vehicle Glass Repair and Installation

The City of Spokane Fleet Services is soliciting Informal Requests for Proposals (IRFP 6616-26) for vehicle glass repair, replacement, and installation services for city-owned autos and trucks. The contract is structured as a one-year term with four optional one-year renewals, and the city may award the contract to both a primary and secondary vendor. To be eligible, proposers must be licensed in the State of Washington with a City of Spokane Endorsement, maintain an established place of business within an eight-mile radius of City Central Services, and possess sufficient mobile service units to meet strict performance timelines. All work must be performed by qualified, uniformed technicians in compliance with FMVSS, ASTM, and ANSI standards. Key performance requirements include scheduling repairs within two hours and replacements within four hours of the initial call. In-shop repairs are expected to be completed within one hour, while replacements should take no more than three hours. Mobile services or pickup and delivery must be completed within 24 hours of the initial request. The city will evaluate proposals based on the most favorable overall value rather than the lowest cost, considering factors such as project approach, work plan, and past performance. Proposals must be submitted electronically via the ProcureWare portal by October 9, 2026, and must not exceed twenty pages. Payment will be processed via direct deposit/ACH, and the contractor is required to maintain $1,000,000 in Employers Liability Insurance.
