Vehicle Towing, Impounding, and Storage Services

The City of Newport Beach is seeking qualified proposers to provide official police vehicle towing, impounding, and storage services through RFQ 27-04. The objective is to retain two contractors for an initial five-year term, with a possible five-year extension, to support police emergency situations and the removal of abandoned or obstructing vehicles. Selection is based on qualifications, experience, and facility compliance rather than pricing, as the City mandates a specific rate schedule for services. Proposals must be submitted via the PlanetBids portal by October 9, 2026. Candidates must demonstrate at least five years of documented experience in official police towing and provide a storage lot located within the city or within three miles of city limits. The contractor must maintain a facility with at least 44,000 square feet of outside storage, 1,000 square feet of inside storage, and six-foot security fencing. Operational requirements include 24/7 availability for police requests and vehicle releases, with an attendant present during standard business hours. Equipment mandates include a three-axle tow truck with a 25-ton capacity, specific lighting and winch standards, and the ability to tow oversized vehicles, boats, and motorcycles. Mandatory insurance coverage includes General Liability of 2 million dollars per occurrence, 1 million dollars for Garagekeepers Legal Liability, and statutory Workers Compensation. Proposers must also submit affidavits regarding non-collusion, non-discrimination, and conflict of interest to be considered responsive.
