*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Amirix, Systems, Inc. (Vemco), in Bedford, Nova Scotia, Canada for Vemco transmitters, acoustic receivers, and Vemco data processing. ***The sole source determination is based on the NOAA's Northwest Fisheries Science Center (NWFSC) need for Vemco transmitters, acoustic receivers, and Vemco data processing for the upcoming salmon and steelhead migration. Amirix Systems, Inc. is the only company with the proprietary technology to produce transmitters compatible with the receiving devices already deployed in Pudet Sound, and with hydrophones already purchased. There may be a risk of litigation should another vendor provide transmitters (they would have to illegally use Amirix Systems, Inc. (Vemco) owned proprietary technology) for this purchase that are duplicates of tags already deployed in this region, which would compromise the integrity of both research projects involved. Amirix Systems, Inc. has records of which tags have already been sold and are the only company positioned to provide unique transmitter codes. The Vemco division of Amirix Systems, Inc. is the sole source and Vemco is the manufacturer of the Vemco transmitter, Vemco acoustic recievers, and the Vemco data system and the only source to offer maintenance kits and parts that are exclusive to their systems. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
