Through this Request for Proposal (RFP) the Department of Public Service (hereinafter the “State”) is seeking to establish contracts with one or more companies that can assume responsibility for the Vermont Universal Service Fund (“VUSF”) as the Fiscal Agent. Contracts arising from this RFP will be for a period of 3 years. The Vermont Department of Public Service (Department) is an agency within the executive branch of Vermont state government. Its charge is to represent the public interest in matters regarding energy, telecommunications, water and wastewater. The Vermont Department of Public Service is tasked with the management of the Vermont Universal Service Fund. Under Vermont law, the Fiscal Agent is responsible for collecting revenue from telecommunications service providers and depositing these revenues into the VUSF. The Fiscal Agent also distributes money from the VUSF and invests current fund balances. The role of the Fiscal Agent is outlined in statute at 30 V.S.A. § 7501-7525, and specifically at Section 7503.
