Vessel Construction Management (VCM) Services for Floating Drydock

The U.S. Coast Guard is seeking vessel construction management services to oversee the building of a floating drydock capable of lifting both a National Security Cutter and an Offshore Patrol Cutter at the Coast Guard Yard in Baltimore, Maryland. The contracted services will encompass the full lifecycle of the project, from awarding construction contracts to the shipyard, managing all aspects of planning, scheduling, budgeting, and quality control, to ensuring the final delivery and commissioning of the drydock. The contractor will be responsible for monitoring the shipyard's performance against contract requirements, providing technical expertise, reporting key production metrics to the government, and proactively identifying and mitigating risks throughout construction. The scope also includes the transportation of the completed drydock to the designated homeport and the execution of all commissioning, testing, and crew training activities to ensure full operational readiness. This effort is critical to sustaining the Coast Guard’s maintenance and repair capabilities for its largest vessels, and the contractor must demonstrate strong project management and maritime construction experience. All work is to be performed in support of the Coast Guard Yard in Baltimore, Maryland, with direct oversight from the designated point of contact, James Calvert, and coordination through the Small Business Specialist, Mark Solomon, to ensure compliance with federal procurement standards.
