The solicitation is being issued as part of a Multiple Award Schedule program using the guidance of FAR subpart 8.4. Offerors are requested to submit complete proposals for all requirements, including all certifications, as specified in the solicitation. Proposals may be submitted any time during the open periods of the solicitation.
