VHF/FM Radio Equipment, Software, & Associated Support Services

The Federal Aviation Administration, under the Department of Transportation’s 693KA9 Contracting For Services office, is seeking market feedback through a sources-sought notice for VHF/FM radio equipment, software, and associated support services to support survivable, secure, and redundant command and control communications for emergency response and National Airspace System restoration. This effort is not a formal solicitation but a market research initiative to assess industry capability and interest in establishing a future Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed-Price contract. The procurement targets Motorola Land Mobile Radio (LMR) equipment including repeaters, handheld radios, desktop base stations, and programming hardware, as well as complementary VHF/FM components such as antenna systems, cables, and charging systems. All items must meet Project 25 (P25) APCO digital radio standards and must be new, operational, and compliant with FAA specifications. The detailed product list, including manufacturers, models, and part numbers, is provided in an Excel spreadsheet attachment (Appendix A) and must be addressed by respondents. Vendors must demonstrate full technical capability to meet all requirements outlined in the Statement of Work and Appendix A, with evaluation to be conducted under a Lowest Price Technically Acceptable (LPTA) methodology. Required submissions include a five-page capability statement in Times New Roman 11-point font, covering technical qualifications, manufacturer agreements with Motorola or other suppliers, past performance in delivering similar systems, and nationwide deployment capability. Administrative details such as company name, address, CAGE code, point of contact, ownership status, and socioeconomic designation (e.g., Small Business, SDVOSB, Women-Owned) must be included alongside a completed Business Declaration Form. All equipment procured under future delivery orders must be tagged with FAA C3-approved barcode asset tags, and contractors must supply a detailed Excel file containing delivery order numbers, delivery dates, models, part numbers, descriptions, serial numbers, and associated asset tag identifiers. Additional requirements include providing software via download or media, detailed product specification sheets, maintenance agreements with co-termination provisions, test equipment for system tuning, and installation services including power and conduit work at FAA-specified locations.
