THIS IS A PRESOLICITATION NOTICE AND NOT A REQUEST FOR A QUOTE (RFQ). 


This presolicitation notice is prepared in accordance with FAR Part 5.101, as revised by the FAR Overhaul and implemented by FCC Class Deviation RFO-2026-05 – Supplement 1, May 8, 2026. This notice is for the procurement of a total of eight (8) unique RF Filters manufactured by VIAVI Solutions Inc. as follows:

Additional specifications can be found in the attached.


These unique RF Filters are identified as brand name and are essential to the government's requirements. The attached brand name justification for other than full and open competition is hereby applicable.


The proposed contract action will be 100% total small business set-aside under NAICS 334220. The government anticipates issuing a single firm-fixed-price purchase order to the responsible small business quoter whose quotation represents the best value to the government.


Pursuant to simplified procedures of FAR 12.201-1, quotations will be solicited directly to suppliers as the total estimated value of this acquisition is anticipated at or below the Simplified Acquisition Threshold (SAT).  However, all responsible sources may submit a quotation, which will be considered by the agency, no later than 3:00 pm EST, September 17, 2026. Written responses to this notice shall be submitted via email to priscilla.cruz@fcc.gov.   


All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
