RFI - Low Frequency 160kW Transmitter Replacement [DDR - remplacement des émetteurs radio basse fréquence de 160kW]

The Government of Canada, through the Department of National Defence and Public Services and Procurement Canada, has issued a sources-sought Request for Information for the replacement of low frequency 160kW transmitters. The scope involves the procurement of one primary 160kW transmitter, expandable up to 250kW and inclusive of an antenna tuning unit, with an option to purchase one additional unit. Key technical requirements include a linear resistive load capable of handling 250kW with a coaxial switch to toggle between the antenna system and dummy load. The equipment must be CSA, UL, or CE approved, licensable in Canada, and compliant with safety code 6 regarding human exposure. The contractor must be ISO 9001:2015 certified and adhere to Military Limited Packaging and Conditioning Level B. All instruments and nameplates must use metric units, with warning plates and inscriptions provided in both English and Canadian French. Deliverables include training documentation for operations and maintenance, as well as adherence to specific technical publication and maintenance standards. Acceptance is contingent upon successful Factory Acceptance Tests, with the contractor required to provide a 45-day notice prior to testing and functional delivery within 30 days post-FAT.
