The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a non-competitive basis with Technology for Energy Corporation for the procurement of the following: Quantity of one (1) Vibration Analyzer ATABS, Part Number 1576AS100-7, NSN 4920-01-547-3421 in support of the Japan E-2C program under FMS Case JA-P-CPI. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. Responses must be received within fifteen (15) days of publication of this notice. A determination not to compete this requirement is within the discretion of the Government.
