The contract entails the procurement of a specialized Vibration Analyzer and Balancer, identified by NSN 4920-01-579-3762RN and part number 915-18603, designed specifically for troubleshooting and analyzing vibrations in C-130 propellers. This equipment is crucial for determining the appropriate balance weights and their placement to ensure flight safety and prolong the life of the propeller systems. The basic order includes 1 to 8 units, with four successive option periods allowing for additional purchases—ranging from 16 to 18 units each—over a timeline extending up to four years after the initial award. The analyzer measures approximately 12.2 by 7.1 by 3 inches and weighs 6.2 pounds. Delivery is expected within 180 days after receipt of order, with multiple delivery locations to be specified. This is a sole-source acquisition awarded exclusively to Honeywell International Inc, as no other suppliers can meet the agency’s unique requirements due to proprietary technical data that Honeywell retains, including the test set, specialized cables, software, and C-130 specific interface kits necessary for the equipment’s function and maintenance. The purchase is governed under FAR 6.302-1 and is subject to Free Trade Agreements. The solicitation will not be publicly posted on the Federal Business Opportunities website but can be obtained directly by contacting the designated point of contact. Prospective suppliers with relevant capabilities are invited to submit statements or proposals, which will be considered despite the sole-source designation.
