The Hawaii Department of the Attorney General’s Crime Prevention and Justice Assistance Division is seeking proposals from eligible non-profit, non-governmental organizations with IRS 501(c)(3) status to develop and expand victim services for adult women affected by domestic violence, dating violence, sexual assault, or stalking. The initiative also aims to support projects that foster a coordinated community response to these issues. Contracts awarded will span nine months starting January 1, 2025, with total available funding approximately $367,000, of which at least $31,749 must be allocated to culturally-specific services, fulfilling the 10% set-aside requirement. The Department of the Attorney General, Crime Prevention and Justice Assistance Division (referred to as the “Department” or “CPJAD”) is requesting proposals from non-profit, non-governmental agencies, including faith-based, and other neighborhood organizations, with IRS 501(c)(3) status to develop, enhance, and provide victim services to adult female victims of domestic violence, dating violence, sexual assault, or stalking; and/or proposals for victim service projects that develop or enhance a coordinated community response for domestic violence, dating violence, sexual assault, and/or stalking. Funding is available through the Services-Training-Officers-Prosecutors, Violence Against Women Formula Grant Program (“STOP VAWA Grant”), a federal grant that promotes comprehensive, multidisciplinary approaches to addressing violence against women. The STOP VAWA Grant supports projects and initiatives that are sensitive to the needs and safety of victims and holds offenders accountable. The term of contracts awarded through this Request for Proposals (RFP) will be a 9-month period, beginning January 1, 2025. The total funding available is approximately $367,000 through the FY 2022 STOP VAWA Grant, subject to availability of appropriated funds. As required by the STOP VAWA Grant, the Department has set-aside a minimum of $31,749 to support programs and/or organizations providing culturally-specific services. For the FY 2022 funding year, the Department is obligated to meet the 10 percent set-aside for culturally-specific services. Funding decisions will be made based on the proposal scores and the need to ensure the set-aside for culturally-specific services is met. Proposals should request no less than $50,000 per project and no more than $150,000 per project for a 9-month contract period. Multiple contracts will be awarded under this RFP. Proposals shall be submitted on the Department’s online Grants Management System (GMS), CPJAD eGrants. Only online proposals submitted on CPJAD eGrants will be accepted for this RFP. No mail or hand-delivery of proposals will be accepted. The CPJAD eGrants website is: https://cpjadegrants.intelligrants.com
