Victor and Cypress Avenues Active Transportation Project

The City of Redding is undertaking the Victor and Cypress Avenues Active Transportation Project to enhance pedestrian and bicycle connectivity within the city, with key components including the extension of a box culvert on Victor Avenue north of Hartnell Avenue, involving temporary and permanent impacts from imported gravel and earthen material to support roadway improvements and sidewalk construction. Approximately 62 linear feet of an ephemeral stream along Minor Street west of Fairway Avenue will be filled with aggregate base to create a walking trail, while palustrine emergent wetlands situated north of Cypress Avenue east of Victor Avenue and at the end of Alfreda Way will be permanently filled as part of the project’s land use changes. A new 80-foot long by 10-foot-wide pedestrian and bicycle bridge will be constructed over Little Churn Creek, connecting Alfreda Way to Del Monte Street, supported by concrete footings and abutments placed outside the creek’s channel and floodplain, with rock slope protection installed around the abutments to stabilize the structure and prevent erosion. Upland vegetation will be cleared where necessary for road widening and improved access, but riparian vegetation is not anticipated to be disturbed during construction. The project is authorized under California Fish and Game Code section 1602 through Lake and Streambed Alteration Agreement EPIMS-SHA-65759-R1, with environmental oversight and compliance managed by the California Department of Fish and Wildlife.
