Victoria Readiness Center Major Maintenance STAR

The Texas Military Department is soliciting competitive sealed proposals for the modernization of the Victoria Readiness Center in Victoria, Texas, under solicitation number TMD26-CFMO-0044703, with an estimated base cost of $3,350,000 and optional enhancements totaling an additional $650,000. The scope encompasses a comprehensive range of renovations and upgrades including hazardous materials identification and remediation design, site improvements such as paving, drainage, lighting, signage, dumpster enclosure, and security infrastructure, building envelope enhancements, life safety and accessibility upgrades, and full-scale infrastructure modernization across plumbing, fire protection, HVAC, controls/BAS, electrical, lighting, IT/telecommunications, and electronic security systems. Interior renovations include kitchen/breakroom and latrine/shower/locker upgrades, along with related civil, structural, architectural, mechanical, electrical, plumbing, fire protection, and communications work. All work must strictly conform to drawings and specifications prepared by Freese and Nichols, Inc. and TMD, which must be requested electronically via FY26VictoriaRCMM@cfmo.mil.texas.gov. Participation requires attendance at one of two mandatory site visits on June 16 or 17, 2026, at 106 E Mockingbird Lane, Victoria, Texas; failure to attend results in automatic disqualification. Proposals must be submitted no later than 1:00 PM CT on July 28, 2026, to Camp Mabry, Building 37 in Austin. The contract is contingent upon continued state funding and governed by Texas law. The award will be based on best value, determined through a weighted evaluation process allocating 50% to compensation, 18% to respondent experience, and 10% to team experience, with additional factors including project execution plan, safety program, management capabilities, and general construction capacity. Submission of attachments A through F and J is mandatory, including the Contractor’s Proposal Form, Work Breakdown Schedule, Subcontracting Plan, and Non-Collusion Affidavit, and failure to include any results in disqualification. A bid bond is required, and contractors must comply with prevailing wage laws, ADA and Title IX requirements, federal and state safety standards, the Build America Buy America Act, and human trafficking prohibitions. Bonding requirements follow Texas Property Code and Treasury-listed sureties, with commercial general liability and workers’ compensation insurance mandated.
