Full Description

The Defense Information Systems Agency, Procurment Logistics Directorate, Branch 62, (DISA, PLD, PL62), intends to issue a sole source purchase order to Open Text Inc., 275 Frank Tompa Drive, Waterloo, ON, N2L, 0A1, Canada for the purchase of Vigenette Support Maintenance as detailed in the attached document. The statutory authority for other than full and open competition is Title 40 U.S.C. 501, Services for Executive Agencies. Only one responsible source is capable of responding due to the unique or specialized nature of the work. This is a specific make and model of Vignette perpetual license and maintenance support. GCSS-J PMO has made a substantial investment in the Vignette software. Vignette software products offer a more collaborative, flexible document management solution. It is highly configurable, increasing the possibility of meeting document management with minimal product customization, suggesting lower schedule risk. Vignette software is integrated with other COTS tools to provide superior service to the war fighter. It would cost more and increase risk due to possibility of a break in service for the system administrators to research and integrate other COTS products into the GCSS-J software architecture and train the personnel. This would cause a severe breach in schedule. Support maintenance is needed to mitigate any software malfunctions that may arise. Since Open Text is the only vendor who can provide the basic and option year pricing which is required, only Open Text's Vignette support maintenance can be purchased. Authorized resellers who can provide the above listed requirements must indicate their written interest by Thursday, 26 May 2011 10:00AM EST. Oral communications are not acceptable.
