The Vine Street Community Redevelopment Agency (CRA) is seeking proposals from qualified consulting firms experienced in developing and updating Community Redevelopment Plans to revise the existing Vine Street CRA Master Plan in accordance with Florida Statutes Chapter 163, Part III. The original Master Plan, adopted in 2012 following approval by the Kissimmee City Commissioners, established a strategic framework to realize the vision of transforming the Vine Street corridor from a strip-style, highway commercial area into a series of interconnected, mixed-use neighborhoods and villages. This plan was built upon previous initiatives, including the Vine Street Vision and Action Plan, and the Vine Street Overlay District Design Manual, guided by seven core principles aimed at fostering urban development and revitalization. Despite ongoing efforts, the corridor faces challenges related to evolving development trends and regional economic pressures, which have contributed to aesthetic and economic decline. Recent improvements such as the adoption of a Form-Based Code, enhancements to street lighting, safety upgrades along US192, and landscaping projects have contributed to gradual progress. The update of the Master Plan aims to address current issues, incorporate recent initiatives, and guide future development to achieve the original vision of creating vibrant, connected urban neighborhoods. The solicitation, identified as RFP2024-002, was posted on January 28, 2024, with a response deadline of March 28, 2024. The project is managed by the City of Kissimmee, Florida, with Debbie Luke serving as the primary contact for inquiries.

The Vine Street Community Redevelopment Agency (CRA) is soliciting proposals from qualified professional consulting firms with experience in preparing and updating Community Redevelopment Plans to update the Vine Street CRA Master Plan in accordance with Chapter 163, Part III, Florida Statutes. In 2012, the City of Kissimmee City Commissioners approved the creation of the Vine Street CRA. The Master Plan (Available to download) was subsequently adopted, providing the framework to advance the Vine Street Corridor Vision. The Master Plan built upon the Vine Street Vision and Action Plan and the Vine Street Overlay District Design Manual. At the time of adoption, the Master Plan was structured around seven guiding principles, which formed the goals, objectives and policies. Since the time of adoption, the Vine Street CRA vision remains the same, to transform the existing stripstyle, highway commercial development into a connected series of mixed‐use, urban scale neighborhoods and villages.
While the corridor continues to struggle with changing development patterns and regional economic influences that contribute to aesthetic and economic decline, several recent initiatives contribute to the gradual improvement of the corridor – adoption of the Form-Based Code, street light upgrades, FDOT US192 Pedestrians and Drivers Safety Improvements Project, and landscaping.
