AI Contract Overview
This Request for Information (RFI) issued by the Department of Veterans Affairs through Network Contract Office 23 solicits market input on the commercial availability of surgical lights, equipment and anesthesia booms, video integration systems, and related maintenance and repair services for use across Veterans Integrated Service Network 23 facilities in Minnesota, Iowa, Nebraska, South Dakota, and North Dakota. The RFI is strictly for market research and does not constitute a commitment to award a contract, nor will any payments be made for responses submitted. Responses must be submitted via a standardized spreadsheet format by June 6, 2026, and should include vendor information such as Unique Entity ID and socio-economic categorization, though no formal certifications or representations have been collected as this is not a competitive procurement. Technical requirements specify performance thresholds for illumination levels, focal length, load capacity, and shadow control for surgical lights and booms, and mandate integration with VA electronic health record systems, Windows 10/11 Enterprise LTS, and compliance with NFPA 99 for medical gas piping and electrical safety. Video systems must support touch-screen controls and workflow improvements. All equipment must be delivered in original, unopened OEM packaging with full labeling including model, serial number, purchase order, and facility point of contact, and must be processed through VA Supply Chain Management. Installation and service personnel must meet VA-specific credentials including T1/NACI background checks, HIPAA training, and must be certified master electricians from VA-approved lists. Contractors are required to provide all training materials, software/firmware updates, and successor versions free of charge, maintain systems without self-cancelling licenses, and ensure all credentials and network documentation are provided to the government. The place of performance includes eight specific VA medical centers, and acceptance of all equipment and services occurs on-site after joint inspection by the contractor and VA facility personnel. The VA Financial Service Center must receive all invoices electronically through the Tungsten Network platform, and no paper submissions are permitted. Specific clauses related to IT security, data handling, anti-malware installation, MAC address reporting, and decommissioning of EPHI-containing hardware are required, and no OEM policies may be applied to VA systems. No contract value or pricing structure is established, and no award will result from this RFI, which aims solely to define future requirements.
