The Headquarters Air Mobility Command, Directorate of Intelligence, Surveillance, and Reconnaissance (HQ AMC/A2) awarded a sole source firm fixed price contract, solicitation FA445221P0032, to Voyager Search for one-year commercial-off-the-shelf software licenses. The procurement, totaling 270,860.00 dollars, provides critical unstructured, database, and geo-spatial data index and discovery capabilities. The software features a plug-in architecture that allows for the easy installation of new data formats and metadata editors, enabling the indexing of multiple imagery and unstructured data types into a central Enterprise catalog. A key requirement is the software's unique ability to search across federated data sources with a specific awareness of GIS data types, reducing duplication of effort across NGA Core and remote sites. The contract period of performance runs from October 1, 2021, to September 30, 2022, with delivery and inspection taking place at Scott AFB, Illinois. In addition to the software licenses, the agreement includes the provision of data indexing agents and full service support, including training delivered by subject matter experts in one-hour increments. This award was executed as a sole source procurement because Voyager Search was determined to be the only provider capable of meeting these specific technical requirements, with no authorized resellers available for the product.

Full Description

Headquarters Air Mobility Command, Directorate of Intelligence, Surveillance, and Reconnaissance (HQ AMC/A2) requires oneyear software licenses of commercial-off-the-shelf (COTS) software. This is a supply buy for software that provides the necessary unstructured, database, and geo-spatial data index and discovery capabilities required by AMC/A2. This software provides plug-in architecture that allows new data formats, metadata editors, federated search solutions, and other capabilities to be easily installed and configured. This software is capable of creating indexes of multiple imagery, database, and unstructured data types and federates the results to a central catalog in an Enterprise instance. Data indexing agents and full service support and training is also required as part of this requirement, and these items are incidental to the purchase of the software licenses. This software is solely available through the Voyager Search company, and there are no authorized resellers for this product. The software shall be capable of searching across federated data sources at multiple sites with an unique awareness of the nature of GIS data types not possessed by other - Big Data unstructured search products. For example: When searching on information for - Potomac, the software will search multiple sources including a multi-layered GIS data file, a database of locations with coordinate data, and several unstructured data files such as Microsoft Word and PDF Files. Contractors must be able to prove the software they provide can facilitate the discovery of what other Analysts already have, not only at NGA Core Sites, but also at remote sites and realize efficiencies by reducing duplication of effort and moving toward NGA's long-term objective of - one-touch maintenance for geospatial features. Through the use of 1C mandated standards, non-NGA data-stores can be ultimately included in the scope of NGA's Enterprise Search capability. A search platform includes a plug-in architecture that allows data formats, metadata editors, federated search solutions and other capabilities to be easily installed and configured. Software must also efficiently catalog and index both Spatial and non-spatial content from an array of content repositories. Contractor must also be able to have subject knowledge experts available to conduct data and usage training. Training does not have to be in consecutive days and will be delivered in one hour increments. There was no other reasonable sources that were found to match Voyager Search's Capabilities. Therefore this contract was executed as a sole source firm fixed price contract.

AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO) - Amendment 04
Solicitation # FA445226SC001
The Air Mobility Command (AMC) A6 Information Technology Needs Commercial Solutions Opening (CSO), solicitation FA445226SC001, is a competitive solicitation managed by the 763rd Enterprise Sourcing Squadron to obtain innovative IT solutions for secure and scalable infrastructure transformation. While the overall CSO is unrestricted and open until February 26, 2031, specific Areas of Interest (AOIs) carry their own requirements. Area of Interest 1, focused on Base IT Modernization, is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This effort aims to replace outdated legacy systems with a modern architecture integrating core, cloud, and edge environments to improve operational efficiency, data sharing, and warfighter effectiveness across up to 15 installations. The procurement utilizes a two-step selection process beginning with a white paper submission, which must include company information, a technical solution, and a total project price. Selected offerors will then be invited to submit a detailed approach. Evaluation is based on technical merit and importance to the agency, with the government seeking the most innovative and affordable solutions. Resulting awards are anticipated to be Firm-Fixed Price contracts or Other Transactions for Prototype Projects. Technical requirements for the modernization effort include a comprehensive end-to-end solution encompassing site surveys, design, installation, and system acceptance testing. Contractors must ensure all personnel possess a minimum of a Tier 3 Security Investigation with Secret eligibility and maintain a Secret facility clearance. Additionally, the contractor is responsible for providing documentation to support the Assessment and Authorization process to achieve an Interim Authority to Test and must ensure full traceability of hardware and software components in compliance with the Trade Agreements Act.
