Full Description

This synopsis replaces solicitation MS-02-R-0012. The US Marshals Service (USMS) requires the lease of six large transport/passenger jet aircraft for a maximum of 10 years. Acceptable aircraft for this requirement will be Boeing 737-300 or 737-400 aircraft with CFM56-3B2 engines or better. Proposed aircraft shall not have a manufacture date prior to 1990. Estimated flight time for each aircraft will be approximately 1,440 hours per year, and they will service continental US and international routes. The contractor will provide aircraft with maintenance/logistics support, but not flight personnel. A multiple year contract pricing approach will be used with a base contract year and potentially nine one-year options. All aircraft will be of the same model with the same primary avionics, instrument displays, and engines. Offerors will be required to submit data in the form of specification sheets for each aircraft proposed. Contractors will also be required to submit their plan for maintenance/logistics support of the aircraft, given the projected hours to be flown and the aircraft dispatch reliability rates established by the USMS in the solicitation. Formal Request for Proposal (RFP) MS-03-R-0008 will be issued on or about February 18, 2003, with proposals due thirty days from the issue date of the RFP. This notice shall be considered to have fulfilled the synopsis requirements set forth in FAR 5.201.
