The National Park Service plans to negotiate a sole source, non-competitive contract renewal with John A. Alvarez & Son, Inc. to lease two custom-configured modular units located at the Martin Van Buren National Historic Site in Kinderhook, New York. These units were originally competitively procured and tailored specifically to meet the administrative and visitor services needs of the site. The government has determined that acquiring different units or relocating staff would be both cost-ineffective and disruptive, justifying the sole source renewal under FAR 6.302-1(a)(2)(ii). The contract renewal is anticipated to cover the period from October 1, 2005, through September 30, 2006, with an option to extend for an additional four years under the same terms and conditions. This notice serves to inform interested parties but is not a solicitation for competitive proposals; the decision not to compete remains at the government's discretion. Inquiries regarding the contract may be directed via email or fax to the designated contracting officer.

Under the authority of FAR 6.302-1(a)(2)(ii) the National Park Service intends to enter into negotiations with John A. Alvarez & Son, Inc. on a SOLE SOURCE, non-competitive basis for the renewal of the lease for two modular on site at Martin Van Buren National Historic Site, Kinderhook, NY. The units were (original requirement competed on an open-market basis) custom configured to accommodate the needs of the site's administrative and visitor services staff. The on-site units continue to meet the needs. The government has determined that it would be a duplication of expenditure to have other units configured to fit the special requirements of the site; it is also determined not be cost effective nor in the best interest of the government to disrupt and move staff to allow different units to be put into place. Therefore, in accordance with the above cited authority, the government intends to enter into negotiations with John A. Alvarez & Sons, Inc. within 30 days after publication of this notice. The anticipated term of this contract is from October 1, 2005 through September 30, 2006 with a four-year option to extend the terms and conditions. This notice of intent is not a request for competitive proposals. A determination by the Gov. not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. For information or questions please respond by email to contact@example.gov or forward your questions by fax to +1 (555) 000-0000 attn: contracting officer.

Request for Lease Proposal (RFLP) Enhanced Use Leasing Project Davis-Monthan Air Force Base, AZ
Solicitation # AFCEC26R0003RFLP
The Department of the Air Force is soliciting proposals for an Enhanced Use Lease (EUL) project at Davis-Monthan Air Force Base in Tucson, Arizona. This opportunity involves a long-term sublease of approximately 500 acres of land for private commercial development, construction, and operation. While the current Master Lease with the City of Tucson expires in June 2052, the Government intends to extend it to allow for sublease terms of up to 50 years. A critical requirement for any selected lessee is the mandatory relocation and construction of a new Combat Arms Training and Maintenance (CATM) facility, which must include two 50-meter small arms ranges, one 800-meter range, and a 10,000 square foot administrative and classroom building. The Government will utilize a best-value proposal selection strategy based on four primary evaluation factors: project description, return to the government, organization and experience, and an integrated project plan and schedule. Proposals must be submitted electronically by November 2, 2026. Because this is a non-FAR real estate transaction, it is not governed by the Federal Acquisition Regulation, though it remains subject to specific federal mandates including the Davis-Bacon Act, the Buy American Act, and strict non-disclosure and insurance requirements. Offerors must certify no conflicts of interest with designated Real Estate Support Service contractors and provide a detailed financial pro forma demonstrating that the proposed rent meets or exceeds fair market value.
