The Department of Veterans Affairs plans to enter into sole source negotiations with Pitney Bowes to procure a Letter Folding Inserting System and related accessories for the Hines Veterans Affairs Medical Center in Hines, Illinois. This procurement is justified under the statutory authority § 41 U.S.C. 253(c)(1) and is based on the need for equipment compatible with a proprietary VA software integration package linked to the Vista data system. The Government has determined that only Pitney Bowes can meet these minimum needs, and as such, competition is not being solicited under FAR regulations 6.302-1 and 8.405-6. While the notice is not a request for competitive proposals, other interested parties could express their interest and capability by October 25, 2012; responses received would be considered solely for the purpose of potentially evaluating whether to open the procurement to competition. The contract, titled “W--Pitney Bowes Equipment Rental” with solicitation number VA69D12Q1883, is managed by the Network Contracting Office 12, Great Lakes Acquisition Center, located in Milwaukee, Wisconsin. The contracting officer responsible is Karen Hammen, who can be contacted at the Milwaukee office. No formal solicitation document was made available at the time of the announcement, and the procurement aligns with NAICS code 333244, covering industrial machinery manufacturing. The Government's decision to proceed with sole source or open competition remains at its discretion based on any responses received before the deadline.

Under Statutory Authority § 41 U.S.C. 253(c)(1) the Government anticipates entering into sole source procurement negotiations with Pitney Bowes for a Letter Folding Inserting System and accessories for the Hines VAMC, 5000 S 5th Ave, Hines, IL 60141. The required supplies must be compatible with proprietary existing VA software integration package to the Vista data system previously developed. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This announcement is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1 and FAR 8.405-6. Other persons may identify their interest and capability to respond to this requirement by October 25, 2012, 4:00 pm local time. This notice of intent is not a request for competitive proposals. However, all interest received on or before October 25, 2012 will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Solicitation # 36C25227Q0013_1
This project consists of a total 100 percent Service-Disabled Veteran-Owned Small Business set-aside for professional architect and engineer design services and construction period services. The objective is to renovate Section A of the first floor of Building 1 at the Edward J. Hines VA Hospital in Hines, Illinois, specifically to relocate the Hines Pathology department to improve clinical workflow and operational efficiency. A critical technical component of the design is the installation of a new vacuum tube system that must interface with the existing Swisslog pneumatic tube infrastructure. The procurement is a firm-fixed-price contract with an estimated construction magnitude between 10 million and 20 million dollars and a period of performance lasting 449 calendar days. The selection process utilizes a best value trade-off method based on SF330 submissions, evaluated across seven primary factors: specialized experience and technical competence, professional qualifications, past performance, quality control, capacity, geographic location, and experience in construction period services. A secondary criterion regarding significant claims serves as a tiebreaker. The scope is divided into three contract line item numbers covering investigation, design, and bidding, construction, and close-out services. All design work must adhere to VA design standards, the VA Pathology Design Guide, and applicable federal, state, and local codes. Eligible firms must be registered in the System for Award Management and verified as an SDVOSB under NAICS code 541310.
