The Network Contracting Office - 07 intends to award a firm fixed price contract for LEASE OF A PORTABLE NAVIGATION CRANIAL SYSTEM. The basic requirements for the system is that it reliably provides accuracy to within 1 or 2 mm and provides both trajectories, based as well as, standard MRI views (sagittal, axial, and coronal). Additionally the unit must be able to provide electromagnetic technology that allows for frameless navigation (the patient's head does not have to be affixed to a frame). This is very useful for patients with unusual anatomy, those with skull defects which does not allow for any frame placement, those with prior surgery that have bone flaps which can be compressed if trying to apply a frame and for shunting procedures. Specifically in shunting procedures the cranial catheter can be accurately placed and then tunneled to the abdomen in one procedure. Technical support will provided during procedures that require the portable navigation cranial system. Technical support must be available for emergency procedures. Potential offers will be requested to provide a catalog or brochure with the description of their navigation cranial system, components, warranty information, and technical support. Other specific features of the navigation system will be posted in the solicitation for brand name or equal. The lease period is anticipated for a base year with 4 option periods for the total of a 60-month lease. Designated Neurosurgical Service personnel will evaluate offers for the equipment's technical capabilities. The solicitation will be unrestricted. The applicable North American Industry Classification code is 334510 with a small business size standard of 500 employees. This is an UNFUNDED requirement and funds are currently not available. The solicitation will be solicited pending availability of funds. VENDOR OFFERS MUST BE GOOD UNTIL 30 SEPT 2015. An official authorized to bind your company shall sign the offer. Award will be made to the responsible offeror whose offer, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors, which are technical acceptability and past performance. It is anticipated the solicitation will be issued electronically approximately on or about August 31, 2015 and will be posted on Fedbizopps. Offers will be due on or about 14 September 2015 and submitted electronically to the primary point of contact at the time specified in the solicitation. Paper copies will not be available.
