1. An ACAN is a public notice indicating to the supplier community that a department or agency
intends to award a contract for goods, services or construction to a pre-identified supplier, thereby
allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the
award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence has a requirement for supply and delivery of qty 2 of: SV-80
NABCO Containment Vessels including provision of related material, data, and services, in
accordance with the PERFORMANCE SPECIFICATIONS described at Annex “A3” in the
solicitation document.
Scope
The product will allow greater flexibility in storage of Hazard Division (HD) 1.1. explosive storage
locations and alleviate the dangers associated with compatibility issues currently leveraging
storage practices within the Potential Explosive Site (PES). Further, explosive stores must be
quickly available to maintain operationally ready Explosive Ordnance Disposal (EOD) and
Improvised Explosive Device Disposal (IEDD) capability in order to carry out EOD and IEDD
Operations/Training in support of 19 Wing and the Royal Canadian Air Force (RCAF).
The construction of cement pads for the containment vessels’ installation as well as licencing
requirements will be initiated once final approval has been acquired.
3. Deliverables
i. Complete delivery of qty 2 of: SV-80 NABCO Containment Vessels consisting of qty 2 each
of:
a. Part No. 1-10-111-03387
b. Nabco Storage Vessel, SV-80
c. Part No. 1-10-111-03390
d. Nabco SV Fragmentation Liner Upgrade
e. Part No. 1-10-111-03391
f. Nabco SV Intrusion Detection System (IDS)
g. Switch; Class 1, Div. 2
h. Part No. 1-10-111-03388
i. Nabco SV Internal Lighting; Class 1, Div. 2
or equivalent.
ii. Provision of English written documentation including instruction on use and maintenance;
iii. Provision of pre installation instruction in advance so as to accelerate installation once on
site.
iv. Provision of Directorate of Ammunition and Explosives Regulation (DAER) for use in Canada
approval document BEFORE delivery for each container.
v. Provision of One (1) hard copy and one (1) electronic copy (in MS Word or PDF format) of
Operator/Maintenance Manual, in English, per variant. The manual will include at a minimum:
a. Instructions on operation and maintenance;
b. Safety warnings and instructions;
c. Details of container
