National Security Fund Finance (“NSFF”) Program
Solicitation # WHSAD0819
The National Security Fund Finance (NSFF) Program, issued by the Office of Strategic Capital within the Department of War, is a fund-level financing initiative designed to scale private capital investment in critical minerals and materials supply chains vital to U.S. national security. The program provides credit facility loans to qualified, SEC-registered investment fund managers to act as a force multiplier, filling gaps and vulnerabilities in production processes and associated technologies. With an estimated total available funding between 500 million and 1 billion dollars, the program targets professionally managed debt investment funds that can demonstrate a proven track record of success and a strategy aligned with national security objectives, including restrictions on foreign ownership and the ability for the Department of War to direct production output during conflicts. Applicants must submit a comprehensive four-volume proposal by November 1, 2026, including detailed investment track records, firm eligibility, and individual legal questionnaires for senior management. Evaluation is based on economic and national security alignment, the firm's historical fund returns, creditworthiness, and the likelihood of consummating a credit facility agreement. Key requirements include active registration in the System for Award Management (SAM), adherence to industry cyber standards, and the ability to maintain a loan-to-value ratio of 91 percent or less. Selected firms will be announced by January 10, 2027, with conditional commitments expected by March 10, 2027.
