This is subject to further consideration. The anticipated period of performance is 21 July 2020 through 20 July 2025. This Request for Information includes: A Draft Performance Work Statement (PWS); Draft Contract Data Requirements List (CDRLs) A001, A002, A003 and A004; Applicable Documents; and a Draft Personnel Qualifications Description. Background: USAISEC provides cyber systems engineering, integration, implementation, evaluation and cyber security engineering to the joint warfighter worldwide. USAISEC's projects involve system engineering and ancillary services for communication, information, and cyber systems in support of the US Army, other Services, Department of Defense (DoD) components, and other Federal Government activities. This work includes planning, design, development, engineering, implementation, logistics, evaluation, and cybersecurity of information, communication and cyber systems. The functional needs of USAISEC include: communication, information, and cyber systems engineering; systems integration; cybersecurity engineering and Risk Management Framework (RMF) security control assessment - validation (SCA-V) support; installation and testing; systems analysis; engineering surveys; installation support; transitional operations and maintenance support; information technology (IT) technical support; preparation of engineering publications and documentation; test and evaluation of information and communication systems including associated IT components; quality control of information and communication systems design and implementation; technical instruction of information and communication systems; drafting and illustration support; technology demonstration and rapid prototyping capabilities. USAISEC may require these services at any location in the Continental United States (CONUS) or Outside the Continental United States (OCONUS), to include theaters of operation in which the United States is engaged in conflicts. USAISEC is headquartered at Ft Huachuca, AZ, and has offices located at Fort Detrick, MD; Fort Belvoir, VA; Fort Lee, VA; Fort Eustis, VA; Fort Gordon, GA; Homestead Reserve Air Base, FL; Wheeler Army Airfield, HI; Camp Humphries, Korea; and Wiesbaden, Germany. Other Considerations: 1.Extensive contractor support is required both throughout the Continental United States (CONUS) and outside the Continental United States (OCONUS. Contractor(s) must be able to deploy and manage multiple concurrent efforts both throughout CONUS and OCONUS in support of numerous projects within the area of responsibility for each of USAISEC's eleven offices. In view of the global nature of the required services, the contractor(s) may determine that multiple field offices would be advantageous in order to perform successfully. 2. The environment in which this work conducted can range from fully developed locations with modern facilities to austere locations lacking modern infrastructure and areas with a low threat profile to and including areas of active conflict. Some of the projects are efforts which require continuous support lasting multiple years without a gap in support or loss of knowledge due to personnel movements. Some projects may also include providing resources on short notice for short periods of time. 3. At a minimum contractor personnel must meet the favorable trustworthiness background requirements contained in AR 25-1 and AR 380-67. The majority of USAISEC projects will require an active security clearance. The majority of the project will only require Secret Access however projects requiring Top Secret/Special Compartmented Information (TS/SCI) access are becoming more prevalent. 4. The following is a brief description of USAISEC's business model. USAISEC receives requests for services from other government components throughout the year without much notice. USAISEC prepares a cost estimate and workplan for the requesting organization. Upon acceptance of the proposed workplan and receipt of funding, USAISEC then solicits contract support through a TO and Performance Work Statement (PWS). In many cases, the actual conditions under which the work is to be performed or the amount of work required is not truly known until USAISEC government or contractor personnel arrive on-site and begin an assessment of the actual work and conduct site surveys. Flexibility and good communications are key to successful teaming with USAISEC. 5. A Draft PWS is included with this request for information. A prime contractor(s) must have the ability to provide services that meet all of the requirements identified by ISEC in the Draft PWS. The contractor(s) assumes total responsibility to ensure all requirements of individual TOs are satisfied. The contractor(s) shall ensure that it can provide personnel with sufficient training, experience, and expertise to meet all the functions and tasks identified in TOs as well as current and emerging technologies in the information and communication systems field that USAISEC may need. Prime contractor(s) must provide sufficient qualified personnel to deploy anywhere in CONUS and OCONUS as required by individual TOs. The contractor(s) shall be responsible for ensuring continuous support to USAISEC. This must take into account personnel situations affecting support such as: training periods, emergencies, health related issues, and authorized time off. USAISEC may require short-notice support requiring - boots on the ground' contractor support anywhere in the world within 72 hours of notification of TO award. Contractor personnel required to travel in support of this program must be able to obtain credit cards to support travel requirements. 6. Contractor(s) must be able to meet all travel requirements for sending personnel to foreign countries where Status of Forces Agreements (SOFA), visa requirements, work force policies, to include Technical Expert Status Accreditation (TESA), medical standards and other factors may impede their ability to move people quickly to any location world-wide that requires USAISEC support. 7. Experience indicates that the contractor(s) must have a strong management and administrative team. They must be able to synchronize contract support activities, personnel deployment, information, processes, procedures and quality of support across multiple time zones and support locations. 8. The prime contractor(s) must be able to provide performance and accounting metrics to USAISEC that demonstrate the price, quality, efficiency and timeliness of their support in accomplishing the requirements of USAISEC. Additionally, in accordance with DoD and Department of Army (DA) policy, the contractor(s) must ensure that all of their supporting information systems that receive, process, store, display or transmit DoD information, regardless of mission assurance category, classification or sensitivity meet DA standards. Personnel supporting Information Assurance tasks under this contract must also meet DoD 8570 Information Assurance Workforce Improvement Program requirements. 9. The contractor(s) must be able to provide provisioning support, to include purchasing of incidental items, storing, pre-configuration and repair/replacement support for hardware and software for the IT requirements of a major headquarters relocation. Additionally, the contractor(s) must be able to provide secure receiving, shipping and storage capabilities for classified, sensitive, and unclassified equipment and information, to include cryptography equipment, protected distribution hardware and equipment, cabling and heavy General Services Administration-certified safes. A statement of interest in competing for this Program to include identification of whether you intend to compete as a Prime Contractor, Subcontractor, or Joint Venture (JV). For those who have reviewed the Draft PWS; Draft CDRLs A001, A002, A003 and A004; Applicable Documents; and Draft Personnel Qualifications Description and the Background and Other Considerations above and have decided not to compete, your comments on why you would not compete would be appreciated. D. If the intention is compete as a Prime Contractor, describes and demonstrates your ability to successfully participate as a Prime Contractor on this Program. Also indicate the percentage of work you intend to perform with company resources, as well as the percentage of work you intend to subcontract, broken out by large and small business sub-contractor categories. E. Include in your response your ability to meet the requirements in the Facility and safeguarding requirements. 2. In no more than two pages, address the following: A. Given the fact that this requirement could span multiple locations (both CONUS and OCONUS), how would your company manage its personnel and its subcontractors, both large and/or small? Provide your resources and history supporting similar work at numerous CONUS and OCONUS locations simultaneously. B. Your familiarity with SOFA and TESA agreements and identify the countries. C. Your familiarity with working in limited, if not nonexistent, infrastructure locations OCONUS. 3. If you are a large business, please provide a rough outline of your commitment to small business concerns, not to exceed two pages, that describes how you would integrate small business concerns into accomplishing the required support of USAISEC. How would small business subcontracting opportunities be determined? By PWS function? By skill set? By location? Other? Would having a Minimum Quantitative Requirement (MQR) for participation in socioeconomic subcategories (% of total estimated contract value) e.g. SDB, WOSB, EDWOSB, VOSB, SDVOSB, HUBZone, etc. be feasible? Why or why not? If so, what MQR(s) would you recommend? 4. The Government is interested in potentially setting a portion of work aside for small business concerns. In no more than two pages, please provide suggestions on how to accomplish this. For instance, should the Government reserve one or more contract awards for small business concerns at the IDIQ level and give those awardees fair opportunity to submit proposals at the task order level on various requirements? Should the Government set a specific type of work aside for small business concerns e.g. work that may create an actual or potential Organizational Conflict of Interest for awardees of other task orders? Should set-asides be based on a percentage of the total estimated value of the IDIQ? 5. If you are a small business, in no more than two pages, indicate which elements of the PWS described above you can meet with your own work force. How will you meet the requirements of the Limitations on Subcontracting clause, FAR 52.219-14? Can your company sustain operations if not paid for 90 calendar days? How? 6. The primary NAICS code is not yet determined. NAICS codes currently under consideration include 541512, Computer System Design Services, 541330, Engineering Services, 517311, Wired Telecommunications Carriers and 517410 Satellite Telecommunications. In no more than two pages, please provide input regarding appropriate NAICS codes for the work to be performed with your submission. Companies who respond should clearly identify whether they are eligible as a small business under each potential NAICS code. If you identify your company as a small business under any of the NAICS codes, do you anticipate your company remaining a small business for the duration of the contract? Please provide information for each specific NAICS code. 7. Provide no more than two pages of comments on the draft Personnel Qualifications Description. Input is being sought from industry on labor category identification and descriptions as well as the use and approval of technical and functional specialists which may be outside of the defined labor categories or skill levels. Please feel free to make suggestions of labor categories and their descriptions based on the draft PWS. 8. The Government will consider Industry's input on all aspects of Small Business participation, so your input is highly encouraged. However, within the TEIS Program we are certain that the Government will be demanding and paying close attention to the Prime Contractors' proposed Small Business Participation Commitment Document (SBPCD) , submitted in accordance with DFARS 215.304, and any Small Business Subcontracting Plan submitted in accordance with FAR Subpart 19.7. Would your company recommend that the extent of participation by small business concerns (DFARS 215.304) be evaluated as a separate Small Business Participation evaluation factor, as a sub-factor under the technical factor, or within the evaluation of one of the technical sub-factors? Would your company recommend that the option for rating Small Business Participation be a table of adjectival ratings or acceptable and unacceptable? Why? Additionally, contracts resulting from this source selection will contain terms and conditions involving compliance with the awardee's S BPCD and/or Small Business Subcontracting Plan. Your input on credible and effective compliance provisions post award is specifically sought. Provide no more than one page of comments. 9. Provide no more than three pages of comments and recommendations on the Draft PWS and on how the Government can improve the process and documents for this Program.
