This is a Firm-Fixed-Price commercial purchase order. All responsible small business sources may submit a quote, which shall be considered by the agency. The basis of award is best overall value, determined by consideration of price and the other information described in the attached Offer Evaluation Information. Award will be made to a responsible source whose offer represents the best overall value to the Government.

This solicitation, 140FS126Q0196, is issued under RFO FAR Part 12 for grounds maintenance and irrigation services at the Ridgefield National Wildlife Refuge Headquarters site, 28908 NW Main Avenue, Ridgefield, WA 98642. Services shall be performed in accordance with the attached Statement of Work. This acquisition is a Total Small Business Set-Aside under NAICS 561730 - Landscaping Services, and PSC S208 - Housekeeping - Landscaping/Groundskeeping.

Period of Performance: October 1, 2026, through September 30, 2027, with four one-year option periods through September 30, 2031.

Submit a completed and signed SF 1449, acknowledge any amendments, and provide the completed Bid Schedule with pricing for all CLINs. Submit brief technical information demonstrating capability and approach to perform the landscaping and irrigation services, relevant experience performing grounds maintenance services of similar size and complexity, and proof of any licenses, certifications, or registrations required for the work. Include your SAM.gov Unique Entity ID and valid email address. Offerors must have active SAM registration with no exclusions. The Quality Control Plan and initial annual schedule are due within one week after award.
