Wah-Sekw-Won Health and Wellness Center Project

The Yurok Tribe is developing the Wah-Sekw-Won Health and Wellness Center, a 24-hour residential behavioral health and substance use disorder treatment facility located at 4805 Cappell Road, Martins Ferry, California. This non-acute inpatient center will follow ASAM levels of care and is designed to serve Tribal members and the broader community through a culturally grounded, trauma-informed approach. The project is divided into two phases: Phase 1 focuses on essential infrastructure including roads, water, electricity, and broadband, alongside an outpatient treatment facility; Phase 2 involves the development of a 52-bed inpatient treatment facility and outpatient clinic. The facility will consist of three interconnected buildings—the Commons, West House, and East House—featuring 20 residential treatment rooms and 2 private rooms, with a total staff capacity of up to 57 employees. Site improvements include 66 parking spaces with 5 ADA-compliant spots, a photovoltaic system, two septic systems, a backup diesel generator, and two 60,000-gallon water storage tanks. The project also emphasizes wellness and cultural integration with the inclusion of art and challenge trails, a children's garden, a salmon preparation station, and a gathering area amphitheater. The Yurok Tribe serves as the lead agency, exercising sovereign authority under the Yurok Tribal Code. Environmental reviews have resulted in a Mitigated Negative Declaration, with specific mitigation measures in place for biological, cultural, and geological resources.
