V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.

Contractor to provide a chartered ocean-going vessel and associated services in the Chukchi Sea for the USGS Alaska Science Center, Anchorage, AK. The USGS will conduct operations in the Chukchi Sea to tag and identify walrus species in the Arctic Regions. Any vessel capable of working in broken sea ice in support of these operations is sought. The approximate period of performance is middle July to early August 2011. The vessel will provide transportation and support for a science crew of nine USGS scientists. Operations will include deployment of small work boats allowing USGS personnel to attach satellite linked radio tags on walruses within the sea ice margin. Two USGS workboats will be used for the field work and must be loaded onto the vessel from a port with road access near Anchorage, AK. The work area is the Chukchi Sea at the southern end of the retreating pack ice, starting north of Point Hope, depending on sea ice conditions. The vessel will operate within the sea ice margin. The contractor's vessel must meet all current US Coast Guard (USCG) standards for an oceanographic research vessel for safe off shore operations in the Arctic Ocean. Name of vessel, proof of USCG license, proof of insurance, a description of the watercraft, and experience of the vessel's Captain are required. The vessel's Captain must demonstrate approximately three years experience operating large watercraft in the following specific regions, ice-bearing waters of the North Pacific and or Arctic Oceans. Vessel shall be made available for inspection before award. A Request for Quotation, G11PS00051, will be issued with an anticipated award date of May 15, 2011. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
