V--Vessel Atlantic Ops Physical Inspections RFI

The Department of the Interior, through its Acquisition Management Division, has issued a Request for Information (RFI DOIEFBO260006) to conduct early market research for a future requirement to charter a Walk-to-Work (W2W) capable offshore vessel for conducting physical inspections on the Atlantic Outer Continental Shelf. This RFI is strictly for planning purposes and does not constitute a solicitation or a commitment to award a contract, nor will the Government pay for responses. The intended vessel must support 45-day continuous charters with 21-day excursions without returning to port, featuring a motion-compensated gangway compliant with IMCA M254 Rev 1 to safely transfer up to six Bureau of Safety and Environmental Enforcement (BSEE) personnel to offshore structures at heights of up to 24.63 mMSL. The vessel must have DP2 dynamic positioning, sufficient fuel and freshwater storage, sanitary systems, high-bandwidth secure communications compatible with Global Protect, dedicated berthing and laundry facilities, and comply with U.S. Coast Guard and American Bureau of Shipping standards. The Government is evaluating potential future contracting approaches, including IDIQ or C-Type Charter, and is seeking industry input on vessel capabilities, availability, multi-use potential, and innovative operational concepts with no page or word limits on submissions.
